PGVCL Net Metering in Bavla & Sanand: Complete Step-by-Step Guide

If your bill says PGVCL, your rooftop solar file follows a different route to Torrent Power or UGVCL. Here is the Bavla and Sanand process, office by office.

Rooftop solar in the western talukas of Ahmedabad district is largely handled by PGVCL (Paschim Gujarat Vij Company Limited) rather than Torrent Power or UGVCL. Bavla, the Bagodara Road belt and a large part of Sanand taluka are billed by PGVCL sub-divisions, and while the ₹78,000 PM Surya Ghar subsidy is identical everywhere, the office that approves your file, inspects the plant and fits the meter is not.

First: confirm you are actually on PGVCL

Sanand taluka is split. Pockets closer to the Ahmedabad municipal boundary and the Sarkhej side may be billed by Torrent Power or UGVCL, while the taluka interior and Bavla side are PGVCL. Read the licensee name and consumer number printed on the header of your latest bill. If it names UGVCL, use the UGVCL net metering process guide; if it names Torrent Power, use the Ahmedabad net metering guide. We verify this from your bill before a single document is filed, because a file lodged with the wrong licensee is simply returned.

The PGVCL net metering process, step by step

  1. National portal registration - register with your PGVCL consumer number and select PGVCL as the DISCOM. The consumer name on the portal must match the name on the electricity bill exactly, which is a frequent snag on inherited rural properties.
  2. Application to the local sub-division - PGVCL processes rooftop files at sub-division level rather than centrally. For Bavla and Sanand this means the file physically sits with the local office, so it matters who submits it and who follows it.
  3. Technical feasibility - PGVCL checks your sanctioned load and, importantly in rural feeders, the loading of the distribution transformer your service line comes off. Agricultural-heavy feeders are more often near capacity than urban ones.
  4. Feasibility approval - the approved capacity can be lower than requested if sanctioned load does not support it. Design is frozen only after this letter, never before material is ordered.
  5. Installation by a portal-registered vendor with DCR-compliant modules, earthing pits and isolation arrangements built to what the inspector will actually check.
  6. Net metering agreement - executed with PGVCL along with plant details, test reports and installation photographs.
  7. Bi-directional meter and inspection - PGVCL fits the net meter and inspects the array, earthing resistance and AC isolation. Meter availability at the sub-division store is the most common cause of a wait at this stage.
  8. Commissioning certificate, after which exported units start being credited on your bill.
  9. Subsidy claim - plant details plus bank account and cancelled cheque uploaded on the portal; the ₹78,000 is credited directly to your account, not adjusted against our invoice.

Local issues that actually delay PGVCL files

  • Wrong sub-division - a Bavla file lodged at an Ahmedabad city office does not get forwarded quickly. Filing locally is the single biggest time saver.
  • Name mismatch on ancestral property - bills often still carry a parent's or grandparent's name. Sort the ownership document set before applying, not after feasibility.
  • Agricultural connection confusion - a farm pump connection is a separate consumer number and is not eligible for the residential subsidy. We keep the domestic claim clean and quote any pump array separately.
  • Sanctioned load below the desired size - file a load enhancement first; doing it after approval means repeating feasibility.
  • Rural feeder loading - where the local transformer is heavily loaded, approved capacity may be trimmed. Knowing this early avoids a redesign.

How settlement appears on a PGVCL bill

The bi-directional meter records units imported from the grid and units exported to it, and you are billed on the net position for the cycle. Surplus export is banked and carried forward within the settlement year under the applicable regulatory framework.
